The Committee scrutinized the bill on amendments to several legislative acts of Ukraine regarding public procurement (Reg.
No. 7532). The bill amends several legislative acts of Ukraine to
simplify procedure of procurement by the enterprises, specify the grounds for applying
the procurement procedure for one participant and introducing a new mechanism
of applying the procurement procedure for one participant without a permit of
the authorized body in charge of public procurement, etc.
In the European Union, the issues in the sphere of legal regulation of the bill (public procurement) are regulated by Directive 2004/18/EC Procedures for the award of public works contracts, public supply contracts and public service contracts.
The Committee also scrutinized the bill on amendments to several laws of Ukraine (re strengthening of regulation in the sphere of economic competition) (Reg. No. 7419).
The bill complies with the Treaty on the Functioning of the European Union, Council Regulation (EC) No 1/2003 of 16 December 2002 on the implementation of the rules on competition laid down in Articles 81 and 82 of the Treaty, and Council Regulation (EC) No 139/2004 of 20 January 2004 on the control of concentrations between undertakings (the EC Merger Regulation).
